• Nonpartisan elections don't work, limits on dollar amounts don't work, prohibit consultants and buying media time, leave reform to Congress and Legislature
• Citizens for Campaign Reform-lower maximum contribution, prohibit corporations from contributing
• Green Party-focus on public funding, use Maine model, also used in Vermont and Arizona, "clean-money candidates" entirely publicly funded, encourage media to provide free time

• Flexible regulations to start
• Introduce publicly financed elections
• Public access channel televise forums, use advertised bank accounts to finance forums, Saturday elections, $15,000 to $20,000 could be effective in local race
• Public financing, give to blind trust that is shared by all, free time on public or government access television

• Put low limit on contributions, public voluntary financing based on checkoffs, leverage cable company to provide time for forums, opportunity for candidates to buy into the voluntary limit
• 22% of last race came in at final reporting period, move up deadline by one week, have reports submitted electronically



• Commissioner Byerly-raised $25,000, thought about running campaign with zero dollars, $15,000 to $20,000 seems reasonable, need way to determine qualified candidates
